Edition 5 (Special Edition): Modern Transparency, A Half Century in the Making
Congress first enacted the Freedom of Information Act in 1966 and spent the next 30 years tweaking the rules for open government. A 1996 amendment tried to prepare FOIA for the digital age. At the state level, the modern open government, open records and open meetings movement is generally dated from 1967 and the passage of Florida's Government-in-the-Sunshine Law, which was a catalyst for many other voter-led initiatives in other states. Edition 3: ARRA Stimulus Reporting - Morning After Review
Saturday, October 10th, 2009, was part of a working weekend for state stimulus reporting teams across the country. Monday, October 12th, presented the opportunity for a little Monday morning quarterbacking and a rough cut at a post implementation review. The federal reporting deadline under the American Recovery and Reinvestment Act (ARRA) came on a weekend, and it came with an unprecedented level of detailed requirements; some of which were still changing in the days before the deadline. This episode of the podcasts debriefs the state of Wisconsin’s experience with the process, including the successful filing of 287 reports despite difficulties with validating schemas and federal award IDs.
