2005 Best of the Web and Digital
Government Achievement Awards

Digital Government Achievement Awards (DGAA): The following application/project categories are open to all government agencies in the United States and internationally.

Applications (E-initiatives or agency Web sites to enhance interactions, transactions and/or services):
Government to Government (examples include multi-agency, state-to-local, local-to-local government, state-to-federal government, multi-state, integrated justice, integrated transportation, other integrated systems)

Government to Citizen (examples include vehicle registration, environmental service, tax collection, welfare benefits, unemployment compensation)

Government to Business (examples include registration, licensing and renewals, credential status look-up, tax filing and payment, unemployment insurance tax and wage report filing)

Government Internal (examples include intranet applications, employee benefits, travel reimbursement, telework/videoconferencing, enterprise infrastructure, architecture, security, disaster recovery/resiliency)

Application or project entries may be from any government agency, provided the online entry, and any inquiries or additional requested materials are provided in English. All applications must be actively functioning and fully operational (no pilots) by June 1, 2005. The purpose of the DEAA is to showcase winning digital applications across the world. Therefore, unlike the BOW competition, this is a one-time only award. Winners may only re-submit the same application where there is a new suite of services or major upgrade.

Contest Judges
The panel of judges includes representatives from the following organizations: Center for Digital Government, Government Technology magazine, NYWired for Education, Inc., State Technologies, Inc., and 2004 Best of the Web contest first-place portal winners.

Contest Entry Screening Guidelines
The following qualifications will be used for initial screening of all entries:
1. A visible privacy statement

2. Actual online services (beyond downloading PDFs), so that citizens can complete transactions online from start to finish.

3. A written policy or program demonstrating your implementation or plan to implement Web accessibility standards, such as the W3C Level One guidelines or Section 508 accessibility standards.
