Cathilea Robinett

Cathilea Robinett is Executive Director of the Center for Digital Government and Center for Digital Education, national research and advisory institutes on information technology in state and local government and education, respectively. She is also Executive Vice President of e.Republic, parent company of the Centers. Along with her leadership over a team of professional advisers, researchers, analysts, writers, and editors, Robinett directs and maintains policy and business standards for all of the centers' market intelligence programs. Robinett is a frequent speaker for worldwide government and education organizations, including Harvard University, the United Nations, and the World Congress on IT. For over a decade, she has served as a thought leader and adviser to public and private sector professionals, and has worked extensively with jurisdictions throughout the nation helping them develop sound and successful strategies for the Digital Age.


Paul W. Taylor

Paul W. Taylor, Ph.D., serves as the Chief Strategy Officer. As a senior adviser and strategist for the centers’ programs, projects and papers, Taylor plays an integral role in nearly every facet of the centers’ work. Taylor is a frequent speaker at major conferences around the nation, a columnist and contributor in Government Technology magazine and Public CIO, and author of a number of book chapters and articles. Prior to joining the Center, Dr. Taylor spent over a decade in radio and television where he worked in news, programming, management, and regulatory affairs. He later went to work in the public sector serving as deputy CIO of Washington state. He is a former Gilder Fellow and was awarded a Fulbright Scholarship in 1994.


Mary Noel
Senior Vice President of Research

Mary Noel is Senior Vice President of Research. She orchestrates and oversees all aspects of research and advisory services, including Digital Government Navigator, Digital Education Navigator, strategic advisory, custom research, contract vehicle review, and sales training, In addition to supervising the Senior Fellows program, she coordinates production of Converge magazine, and the publishing of all custom publishing including Center thought leadership and white papers, online newsletters and custom microsites. She has been with the Centers for more than seven years. A graduate of Loyola Law School in Los Angeles, Noel practiced law for more than 25 years prior to joining the Center .


Marina Leight
Vice President
Center for Digital Education

Marina Leight is Vice President of the Center for Digital Education heading up its strategic planning, relationships, events, and publications. Prior to joining the Center, Leight was publisher of Converge magazine, an award-winning publication designed to foster and inspire leadership for the integration of technology in education. A writer and former teacher, Leight has appeared on National Public Radio and is a frequent speaker on the importance of preparing students to work in a knowledge economy. She also served as executive director of Government Technology Executive Events, sister division of the Center.
