About The Authors

Cathilea Robinett is the Senior Vice President of the Center for Digital Government.  She has been actively engaged in this market for over 16 years.  She is a frequent speaker at government events and is one of the foremost state and local market experts in the country.  She is the 2007 recipient of the NASCIO National Technology Champion Award. 

Paul W. Taylor, Ph.D., serves as the Center's Chief Strategy Officer. As a senior adviser and strategist for the centers' programs, projects and papers, Taylor plays an integral role in nearly every facet of the centers' work. Taylor is a frequent speaker at major conferences around the nation, a columnist and contributor in Government Technology magazine and Public CIO, and author of a number of book chapters and articles. Prior to joining the Center, Dr. Taylor spent over a decade in radio and television where he worked in news, programming, management, and regulatory affairs. He later went to work in the public sector serving as deputy CIO of Washington state. He is a former Gilder Fellow and was awarded a Fulbright Scholarship in 1994.
 
John Miri is a Center Senior Fellow and works closely with Center members on increasing their SLG market share.   John has an impressive public sector background.  He was formerly Board Member, Texas Online Authority (Statewide Portal Authority); Chairman, Technology Sub-committee, Texas Online Authority; Director of E-Government and Web Services, State of Texas; Special Assistant to the State CTO, State of Texas; and Agency CIO, Texas Department of Information Resources. He is a graduate of Harvard University.
 
Bob Feingold is a Center Senior Fellow.  Bob spent 26 years in the United States Air Force retiring in 1991 as a Colonel. During his career he occupied many Information Technology operational, policy, and command positions. After retirement, Bob provided project management consulting services to various large private sector firms, Department of Defense agencies, and several non-defense Federal agencies. In 2000, Bob became the CIO for the Colorado Department of Natural Resources and in 2001 was appointed as CIO for the State of Colorado.  Bob was appointed by Colorado's Governor to serve as a member of the Colorado Statewide Internet Portal Authority.
